| The Southern High-Speed Rail Commission (SHSRC) facilitates conversation between member states in order to “study the feasibility of rapid rail transit service between the States” (as detailed in the text granting Federal consent). The SHSRC, originally designated the Mississippi- Louisiana Rapid Rail Commission, started as a compact between the states of Mississippi and Louisiana. The creation of the Commission required both Federal Congressional consent to the agreement (granted in 1982) and ratification of the agreement by each individual member state. Other states contiguous to a member state may also opt to join the SHSRC by ratifying the agreement in their own legislatures. Through this provision, Alabama is also a member state of the SHSRC.
